As it turns out, his paranoia is justified, as the Royal Commission has evidence that could put him behind bars for many years.

Trevor elects to become a "super grass" in order to protect his family and keep himself out of jail.

Benny Kassab increases his security precautions in light of the royal commission. He also suspects that close friend and business associate Norman Korbage of working with the police to in order to put him in jail.

Knowing the police are bound to move soon, Benny attempts to flee to America with his girlfriend Monica, only to be arrested. He accuses Monica of giving him up but later realises that it was indeed Norman.

Detective Sergeant Eddie Gould approaches police cadet Kim Hollingsworth to be the madam for a brothel he plans to open.

The message drilled into the cadets’ heads from the police commissioner is that it's every police officer's duty to report corruption.

Kim therefore reports the incident to the royal commission investigation team - Gerry Lloyd, Bruce Onley and David McGinlay - and in doing so, reveals her past as a stripper and prostitute.
