Bill Bayeh gets the 'green light' to sell heroin and cocaine from inside his shops – so long as he never sells to children and there are no more shootings. The police justification is that ‘controlled crime’ is better than uncontrolled crime. Meanwhile, Trevor also sinks deeper into alcoholism, much to the despair of his pretty wife...
